		<description>Studies by the National Highway Traffic Safety Administration (NHTSA) have shown that wearing helmets does save lives.  However, the same studies have shown that an improperly fitted or worn helmet can be just as ineffective as wearing no helmet at all.  The implementation of helmet campaigns should be commended.  However, these campaigns should include education on the proper use of helmets in order for them to be effective.</description>
